RE: FEDERAL AVIATION ADMINISTRATION AD2011-12-2 RECON AIR CORPORATION is an Ontario licensed AMO #69-91. Recon Air has installed and maintained the Dehavilland DHC-3 Otter with Honewell TPE331-10 turboprop engine Supplemental Type Certificate (STC) SA09866SC for the past four years. We have found no physical "unsafe conditions" on aircraft with this STC. We have witnessed no wear and Tear on Aircraft with this conversion. We do not understand the necessity of the IMMEDIATE RULE. There should have been some comment time in order to best understand what if anything need be done to insure the correct out come of these concerns.
