The document also emphasized that the proper method of restraint for children during flight relies on the operational knowledge and good judgment of the pilot. ...Let's face it, the cost element of this subject is denied its due consideration. The proper method of restraining children is in an approved car seat apparatus or buckled in the child's own seat. Simply stating that the practice is contingent on the knowledge and good judgment of the pilot is misleading. This is tantamont of saying a good landing relies on the operational and good judgment of the pilot to use the landing gear. The Operational knowledge and good judgement is already there. Someone who doesn't trade dollars for safety can tell you that.
