It would seem that the circumstances in the Pilatus crash are all guesses as to what happened and there were no survivors regardless of how the seats were occupied or how the passengers were restrained. So why do we want to change the regs in any way on the basis of this crash? Rulemaking for the sake of rulemaking? No proof that anything done will improve surviveability.
