It's not clear whether those who have done and logged an inspection as per the SB are able to credit that pre-AD inspection as an initial inspection.
It would seem reasonable that an inspection made in accordance with the service bulletin and logged prior to the issuance of the AD should be recognised.
Also, some owners have replaced cracked horns with servicable parts prior to the availablility of the new part. Should those parts be given separate consideration in the rule?
