The implementation of NextGen is so far behind it's target that it shouldn't even be considered that we remove any VOR based navigation. The NDB network should be eliminated first, and the bandwidth for GPS needs to be secured with the FCC by any means necessary. The national system relying on GPS needs to be completely finished and proven before any ground based systems are removed. Even then, the FAA needs to consider low-altitude usage of VOR's not just the high altitude systems. I have a non-GPS equipped fleet, and have no intentions of upgrading until the Nextgen transition is finalized. It seems that every other day, the whole project is on the chopping block of the national budget.
