As an individual with 15 years experience as a DADE, I heartily endorse the FAA’s new guidance. By disallowing owners and instructors of a Part 65 Aircraft Dispatcher course from becoming a DADE there will be a reduced opportunity for fraud and abuse of the DADE privilege. The revised policy also fits quite well into the SMS principles being endorsed by the FAA. A DADE who has no financial interest in a school can be an excellent third party auditor of a course for the FAA.
