After review of this NPRM, AIRBUS has the following comments:
This NPRM is similar to EASA AD 2011-0011 in principle.
But, AIRBUS is in process with EASA to issue a new AD to extend the inspection program to all A318A319/A320/A321 certified models. AIRBUS modification 32025 is being no more considered as a terminating action of the AD.
EASA new AD is anticipated to be issued in January 2012: current AIRBUS inspection SB A320-57-1166R1 and A320-57-1168 have already been published accordingly.
Purpose of EASA AD 2011-0011 is to mandate ISB 57-1166 on aircraft having being modified according in service with SB 57-1118 (rib5 in interference fit).
536 US aircraft are in SB 57-1118 applicability, 182 of them have been confirmed modified.
As such AIRBUS preferred solution is FAA to postpone issuance of this AD to be in line with the forthcoming EASA AD or to issue the AD as it with caution notes.
