This proposal stands in complete disagreement with the existence of our "Federal Aviation Regulations", which are "federal" in scope for many wise and clear reasons. The standards, except in certain well-defined cases, are the same across the board, by design, as outlined by the FAR's, the 8900 documents, etc. This proposal creates the assumption that all FAA approved training and checking isn't really FAA approved. The only appropriate action which should be considered to address the concerns this proposal errantly tries to remedy, would be to discuss more robust "differences" training which may be applied in certain cases.
