Exclusion of Tethered Launches From Licensing Requirements

SpeedUp, LLC has performed 12 tethered launches over a total of 7 days in 2008, 2011, and 2012 with the rocket "Laramie Rose", a peroxide monopropellant vehicle with a dry weight of 610 lbs. and a maximum wet weight of 1850 lbs. I am in favor of these proposed changes. They provide sufficient protection for the uninvolved public while reducing the regulatory burden for vehicle operators. I have no suggested improvements to the changes.
