Unmanned Aircraft System Test Sites

Having UAV's in the sky is pretty scary stuff for us GA pilots - especially considering that many inflight collisions have occurred while under the direction of controllers. Would the UAV controllers do any better? The areas set aside for UAV's must have radar for the UAV contollers to be able to see other airplanes in their airspace so that evasive action can be taken by the UAV controllers. The other airplanes are not going to know that there is a conflicting UAV. In addition there must be an active colliision avoidance system on the UAV.
