In section D of capabilities: You need to consider the deployment and testing of weapon systems. Consider dropping of weapons, as well as testing of EMP type weapons. Also consider that some programs may wish to test in a GPS jammed environement. So a test range where GPS may be jammed or spoofed over a wide area should be considered.
