Since there has been only one failure with no accident or injury and only with a recently manufactured long body, big engine Mooney I do not see that there need for an emergency inspection of the entire fleet.
My suggestion is to allow the pilot owner do a simple immediate inspection for the correct assembly order of the plates, followed by a more complete inspection by an IA at the next annual. Make this effective for all the short body smaller engine aircraft produced prior to 1990. No deffects have been found in any of these aircraft and it encompasses the majority of the overall Mooney fleet.
Many pilot/owners do not have an IA located on their field and it is difficult and expensive to schedule and pay for travel time for something like this.
