FedEx wishes clarification to the comments in "Differences Between the Proposed AD and the Service Information". The SB states to contact Boeing for instruction on repair. The Proposed AD states one of two methods.
1) In accordance with a method that we (FAA) approve.
Q: does this mean the airline would be required to request an AMOC for a repair design from inhouse?
2) Using data that meet the certification basis of the airplane, and that have been approved by the Boeing Commercial Airplanes Organization Designation Authorization (ODA).
Q: Will Boeing provide repair methods in a revision to the SB or will the airline have to provide Boeing with the damage and request a repair for same?
If damage is found and an AMOC is needed, or requests submitted to Boeing for repair methods would require the down time for the aircraft in question to be extensive. By providing standard repair methods in the SB would expedites the repair especially if the repair would need to be bought off by a airline certified Structures Inspector.
