I have been a RTTF user for over fifteen years. I believe we have added security to the airport as well as contributing both time and money. I understand the FAA was against these RTTF, but is that not over? I would like to think the FAA would rather have airport friendly people living next to an airport as opposed to others who may have been put off being next to an airport and aircraft noise. For some unknown reason that has not been the case, we have been made to feel like second class citizens. We have been told, "The city's federal grant assurances do not protect off-airport aeronautical service providers and users." I do not understand why my government would not care if I were being treated unfairly by a federally sponsored airport. I am a taxpayer and contributor to our airport. At present, an airport sponsor can do as they choose and unfairly treat "off-airport" users in unbelievable ways and answer to no one. I have actually seen a manager put one skydiving company with a good safety record out of business and confiscate his hangar because he couldn't pay his land lease. The second skydiving business filed a Part 16 that has cost the city over $100,000 in legal fees and the business a great deal too. I would say, the FAA needs to care about ALL airport users on or off the airport.
