This is an example of government run amok on the part of unelected wonks. There is no need for the obfuscation inherent in this proposed regulation(law). The intent of Congress was very clear in attempting to ease the access to aviation by the public ,who by the way pays the salaries of the wonks that wrote the proposal. We need more access not less so strike the verbiage and allow unlimited through the fence access by qualified aviators.
