An AD should only be issued if there is a recurrent problem which proves a deficiency in an airplane or its components. It appears that this proposal is the result of very few, possibly only one, occurrence. The problem could more sensibly be solved by making owners aware of the potential danger so that they are more attentive to keeping clothing etc away from the mag switches. The PA18 has been around for over 60 years, it seems unlikely that we are discovering something about it that no-one has previously noticed, more likely that chance has caused a few incidents to happen recently that will probably not reoccur for another 60 years.
