Please find below our comments:

1. As mentioned in NPRM, this proposed AD requires the permanent restoration of vacuum loss holes and does not allow the temporary restoration with self-adhesive patches, or temporary restoration with resin that is specified in the MCAI. AIRBUS does not understand FAA position and kindly request FAA to provide the rationale behind that position.
2. Paragraph (j) and (dd): please consider replacing the contact details for negative findings reporting. To be: “For negative findings, submit the report to SEES1, Customer Services; fax +33 (0)5 61 93 36 14;”.
3. Paragraph (gg)(2): Please update the contact details (singlum) of AIRBUS Office of Airworthiness. Please replace EAS by EIAS.
4. AIRBUS requests FAA to consider each AIRBUS Repair Approval Sheet (RAS) approved under AIRBUS DOA EASA.21J.031 - provided to each rudder after damage is reported - as an approved method for damage permanent repair.
