This is an unnecessary waste of government resources. As per your own findings, RRD has already issued service bulletin SB-BR700-72-A900509, Revision 3, dated August 2, 2012. Therefore owners of these engines, whether companies or individuals, have the responsibility to act on the possible pre-mature wear. It is their responsibility to maintain their property. It is not the U.S. governments role to order companies or individuals to act on the above service bulletin. This is a prime example of the FAA overstepping their directive to provide oversight of public safety and just micro-managing an industry. Based on your own cost analysis one can easily conclude that:1) Larger companies will make the necessary changes rather than have this issue affect their profits; 2.) Smaller companies that do not have the cash flow to respond immediately will suffer; 3) Individuals who own planes with these engines will most likely make the necessary changes rather than risk their own lives.
