The estimated burden is too low. Simply commenting on this Proposed Rule takes more than 5 minutes. The actual reporting time will vary depending upon the complexity of the Proposed Action, level of detail records review required to satisfy the Proposed Action and the reporting method. As a follow on to the reporting method, the FAA should develop a web based, form fillable tool which will streamline the submission process and will offer a more strandardized response from submitters.
