I appreciate that the FAA has responded to requests to extend the comment period on this issue, however for all intents and purposes - the extension offered is pointless.
The original closing date was Jan 10th, with repeated requests from commentators to extend the comment period. The notice was just re-published on Jan 28th with a new closing period of Jan 31, extending the comment period by 3 days. REALLY!?!
Realistically, few interested parties can be made aware of this opportunity to comment within this window.
Can I suggest that you again extend the comment period - this time with a practical end date. It appears that it takes 18 days to re-submit a NOTICE for publication. A reasonable extension would be 30 days. A GOOD FAITH extension period would extend to approximately March 20th, 2013.

P.S. It would be helpful if you could include a cost benefit analysis in this proposal. Thus far, nothing has been articulated as to what will be achieved (lives saved, dollars saved) by the proposed expenditure.
