As a former Test Pilot with Columbia Aircraft and current Service Center operator for these aircraft, I believe that this AD is unnecessary and does not add a level of safety to operators.
Most aircraft have been in compliance with Cessna SB10-11-01 for some time now. This bulletin requires the operator to insert the POH revisions.
The real issue here is proper aircraft maintenance training, which Cessna does not provide. Braking only becomes an issue if the gear bushings have slipped out completely, which is addressed by a 2007 bulletin. I see many aircraft fresh out of annual at a Cessna SC that have slipped bushings.
