The proposed change is highly desireable and justified. The inspection that "de-skinned" the wing for inspection is invasive, destructive, and not warranted unless some indication of spar distress is indicated. Local experience found that the inspection effort exceeded 90 man hours. An external inspection prior to compliance showed no indication of spar delamination or other distress.The compliance inspection revealed the spar and other interior conditon to be excellent. The the ageing nature of plywood panels in wood structure makes scarfing over long areas problematic due to shrinkage, and the neccesity to maintain accurate wing profiles after rework substantailly increase the effort required to return to service. Further, the inspection introduced other structural changes that make successive inspections more invasive and even more time consuming. The continuance of yearly visual inspection through the access panels installed previously is considered to be appropriate and neccessary.
