1. There should be a provision for credit for actions taken prior to the issue date of the AD. Removal, disassembly, reassembly and reinstallation of the tail rotor housing and slider group performed in accordance with the pertinent part of the relevant Agusta Bollettino Tecnico prior to the issue date of the AD should be treated as acceptable terminating action for the AD and fulfil the requirements of NPRM paragraph (e)(4).
2. The instructions contained in NPRM paragraph (e) pertaining to removal, disassembly, reassembly and reinstallation are not sufficiently clear in their scope and detail. By adding in a statement that the removal, disassembly, reassembly and reinstallation is to be done in accordance with the pertinent part of the relevant Agusta Bollettino Tecnico (i.e. using similar wording to EASA AD 2012-0195-E "Required actions and compliance times" paragraph (5)) the scope and detail of work required would become much clearer.
