I think this is solution looking for a problem. It is an obvious attempt to shove the labor unions down our throte. It will be a major burden on a small business like ours. It clearly states that subcontractors will have to sign the labor agreement. It is a horrible idea that will hurt small business. I have not seen the problems that this regulation is supposed to solve.
