This rule is very bad for construction in rural areas where labor ismostly open shop. There is not a large unionized labor pool to choose from in this area. Seems to me the Obama administration is trying to force employers to sign union agreements or be precluded from any federal building project. guess this is his way of trying to repay the unions for their support!!
