These comments are provided by a small business:
1) All requirements for private industry should be same as for the 1102 work force.
2) The requirement to screen employees for COI is short sighted and has an element of impossibility. This requirement should be dropped due to its limited utility and high cost
3) This proposed rule will require a certification requirement by the contractor; will require a formal training program on the program's elements, and will require mitigation and risk analysis in all cases.
The present COI certification and the guidance to have the contractor's staff recluse themselves is acceptable.
