I work for USDA, Agricultural Research Service. I am submitting this comment as a personal comment, not an agency one.
I agree to the proposed language to withhold final payment until Govt. ID's have been returned. But I'd like to see something addressing when a contractor claims to have lost an ID and cannot return it. How should that be handled? Have each agency establish a cost for lost ID's and put that into the contract? The cost could be deducted from the final payment.
