I am an owner of a woman-owned small business that does business with the government and employs a variety of small businesses as subcontractors. I see the proposed regulation as having a significant burden on both us and our subcontractors. We fall just above the thresholds. Delaying implementation of the low thresholds does not reduce the burden. It delays it but once it kicks in, it poses a huge burden. This is anti-competitive, anti-small business. As more and more of these requirements are imposed (we are in the midst of mod'ing a contract for e-Verify), the administration and cost involved in doing business with the government grows. We are nearing the point of saying that we can't afford to do business with the government. As a taxpayer, I see this as wrong!
