Having worked for several agencies in the 20+ years I worked in Federal contracting, I completely support the idea of a common PIID scheme. Private industry needs this! Federal agencies need this, since commonality can only help with standardizing automated system interfaces (procurement, accounting, budgeting, etc.) Certainly such a change would also help government auditors. Any PIID should include not only the agency but the contracting activity or agency office. It is not helpful to see an RFP # like "DE-RFP-012345" if the work for Dept. of Energy is for services to be performed at the Savannah River Site. (I believe DOE changed their numbering system recently to accommodate STRIPES, the ACCOUNTING system they use.) The tail should not wag the dog!
