I agree with the proposed rule to amend the Federal Acquisition Regulation to implement Executive Order 13513, “Federal Leadership on Reducing Text Messaging While Driving.” (Federal Acquisition Regulation; Encouraging Contractor Policies To Ban Text Messaging While Driving, 2010). Texting while driving distracts drivers and causes government contractors to engage in unsafe practices while conducting government business. Not only would this proposal improve the safety of our roads, but it would allow government contractors to set an example for non-government contractors. In addition, this proposal would provide employees with “awareness of the risks associated with texting while driving” (Federal Acquisition Regulation; Encouraging Contractor Policies To Ban Text Messaging While Driving, 2010, p.60265). The content of the proposed rule is clear and straightforward. The last section of the proposed rule contains a list of key terms and their definitions. It lists specific meanings of the terms text messaging and driving. This is very important because it erases any vagueness or misunderstandings that can arise while reading the rule for the first time. In addition, the writing also helped me understand the key components presented in the rule. Overall, this is an excellent proposal to amend Executive Order 13513. The implementation of the rule would provide government contractors with a better understanding of the risks related to texting while driving, and help establish new laws to prohibit texting messaging while driving.
