Comment on FR Doc # 2011-16675

I would like to see the section that applies to civilian agencies changed so that they are included in the 2016 extension to allow for task/delivery order protests above $10 million. Since the expiration of the protest statute on May 27, 2011, the GAO has taken the extreme viewpoint that it can now review all task/deliver order protests at any dollar value. Given that this was not Congress's intent and only an average of 16 protests were sustained by GAO over a period of two years, this is excessive and unreasonable jurisdiction Accordingly, I requestfully request that the same $10 million threshold apply to all DoD and civilian agencies, alike. If this case is not altered, I hereby request that a new FAR case be established to address this matter.
