Comment on FR Doc # 2012-20881

1. Proposed FAR 4.1700 (Scope of Subpart) states that the subpart "prescribes policies and procedures..." However, the subpart does not prescribe policies and procedures. It just defines words and terms and prescribes the use of a contract clause. 2. I recommend incorporating the proposed contract clause, FAR 52.204-XX, into the list of clauses in paragraph (b) of FAR 52.212-5 instead of having a separate prescription at FAR 12.301(d)(2). I envision many contract specialists forgetting to include the clause if it is not listed within FAR 52.212-5.
