Proposed language at FAR 8.405-5 (b) says orders may be credited toward the ordering activity's small business goals. Should this instead say "funding activity" instead of "ordering activity" so it is consistent with the way FPDS-NG is programmed (in which the funding activity receives the small business credit)?
