The use of Time and Materials/Labor Hour contracts within my organization is minimal because of issues that work submitted to the Procurement office for action is out of the scope of work. Currently we use Firm Fixed Price contracts for supplies and services obtained in support of the agency’s mission. There are times when confusion occurs because requirements are often requested and is not necessarily associated with the contract vehicle. I feel that proposing these changes with the FAR will be help to my agency and others across the Federal Government. The FAR is the means of contracting in every Government and Civilian organization. Providing this guidance could eliminate protests and allow a variety of work on contract vehicles.
