1. Proposed FAR 25.302 contains the heading "Subpart 25.302 Contractors Performing Private Security Functions Outside the United States". However, FAR 25.302 is a section, not a subpart. 2. Regarding the use of an "Applicability" section, Chapter 3, paragraph (b)(2) of the FAR Drafting Guide advises that such a section come after any "Scope" or "Definitions" section. However, in the proposed rule the "Applicability" subsection precedes the "Definitions" subsection. This structure is not only inconsistent with the FAR Drafting Guide, it is inconsistent with most of the FAR.
