A very thorough economic impact assessment should be conducted prior to implementation. It appears that many small businesses will be adversely affected by this Proposed Rule. Attention should be paid to the quality of the vendor, for example, Quality Management Systems such as ISO 9001:2008. Attention should also be paid to geographic dispersion around the entire USA. A regression analysis should be conducted to determine quality of vendors that may be adversely affected by implementation of this Proposed Rule. In summary, this is a very bad Proposed Rule and needs much further research.
