It is about time there be an Initial Regulatory Flexibility Analysis to look at the impact of these rule changes on small business. In particular the FSSI BPA for Office Supplies is already having a "significant economic impact on a substantial number of small entities". Many companies with longstanding and active Schedule 75 GSA contracts are being severely limited in their ability to participate in the government marketplace due to these changes. At the same time a very small number of 15 businesses are benefiting while GSA continues to push more and more agencies to buy only from FSSI BPA contract holders. No impact study on small business was done before implementing this program and now tens of millions of dollars of government purchases are being channeled to these favored few companies at great economic cost to many small businesses.
