Comment on FR Doc # 2011-16169

To whom it may concern, I would like to formally state my disagreement with the proposed regulation FAR Case 2009-042. The new changes to this regulation that states contractors would have to report to the CPARS system. I believe this regulation would force all contractors to have a positive performance evaluation. This in result, will have a negative impact on the competitiveness of bid results. The contractors that have a positive results compared to those with none would cause the experienced contractors to have more opportunity for contracts. This will in conclusion result in only a few contractors able to fulfill requirements and therefore not be competitive towards new contractors. Thank you Brad Peterson
