I am concerned that this has even become an issue. If the contractors had negotiated travel fees that differ from those of the general public, then the "standard rate" would be that of the contractors. This amendment is nothing more than a waste of time and money. What expertise from the agency is needed here? This is an issue of common sense. If I've missed something because of lack of information I apologize, but from this document alone I see complete disregard for common sense.
