Comment #1 on FAR Case 2006-026, Government wide Commercial Purchase Card Restrictions for Treasury Offset Program Debts

Your proposed FAR change should exclude those government card purchases made under the Simplified Accquisition Procedures. Most non-contracting officers will not consistently take the time to check any website or listing before making their purchase. The proceeds of such transactions are unlikely to make a serious dent in the indebtedness of the particular businesses or individuals that will appear on the list, except perhaps for those transactions made by a contracting officer or specialist in a contracting office. All other cardholders should be encouraged not to purchase by government charge card from those business entities or individuals on the debtor's list.
