Cover Letter #1

Although I work for a federal agency, these comments are being submitted in my personal capacity. Certain representatives of NASA to the DAR Council and its committees are aware of my comments, but have NOT endorsed them. These comments DO NOT represent the view of the agency and are my personal opinions based on extensive work I have done in the area of organizational conflicts of interest. I am submitting these comments for the Law Team consideration as it would consider any other comment it receives from the public. I am available to discuss any of my suggestions further should the Law Team want. I will also fax these comments since I am not certain whether I am using this system correctly.
