The American Society of Civil Engineers submits comments on the Civilian Agency Acquisition Council (CAAC) and the Defense Acquisition Regulations Council (DARC) proposed FAR Case 2008-015 to amend the Federal Acquisition Regulation (FAR) to revise the withholding-of-payment requirements under FAR part 52.232-10, 74 Fed. Reg. 20,666 (May 5, 2009).
