The California citrus industry recognizes the value of crop insurance with more than 90% of the acreage insured through the crop insurance program, of which 49% of the acreage is covered through "buy-up" policies. The addition of the quarantine endorsement for "buy-up" policies is very valuable to the citrus industry. We would like clarification to be added to section8b under 457.121 to be clear that if a policy has a quarantine endorsement that the crop is covered against the loss of production due to the inability to market the citrus due to quarantine. The way it is currently written, it doesn't acknowledge polciies with the endorsement.
