Because BSE is completely untreatable and impossible to diagnose early I strongly urge the FDA to error on the side of caution. We know infections can be "silent" and near impossible to detect early. In light of this knowledge I believe we need to be proactive and protect the population to the best of our ability. Is it really worth the lives of men, women, and children to use some small cattle pieces? BSE is a highly contagious and devastating disease.
