I hereby submit the following comments regarding the proposed rule:
1. Affixing labels to frozen food master cartons is ineffective since the labels
generally: are not permanent, easily fall off in cold storage, and are easily removed.
2. Affixing an example of the label to documents is ineffective since the labels are
not permanent and can be easily removed prior to representation of said
documents.
3. The labeling requirement proposes to label master cartons. Any inner cartons
are exempt from the proposed labeling.
4. The labeling does not identify the product contained therein which are not
labeled.
Any labeling that is proposed must be permanent and must address both inner
and outer packaging as well as the contained product. Products that are not fit for
consumption should be permanently made to be non-consumable and readily
identifiable as such.
