We hope that the training would be provided in several languages. We would recommend that you include a section that would list not only the federal laws but state laws. This is important because in Utah the legal age is 19. Also, FDA only covers some tobacco products where a state may cover more. This needs to be clearly clarified. Hopefully it would say somewhere to contact local government for more clarification on state laws. In one of the programs in Utah, the section for "common mistakes by retailers" seems to be very popular. We would highly recommend this be well documented. As for the test, we would suggest retailers need to pass with 100%, not 70%. Those selling tobacco should be held to a higher standard. We highly suggest that the training take place before one starts selling tobacco products. It would be very beneficial if there was a letter sent from FDA letting the store know that they successfully passed an attempted buy. I have also attached a document we submitted before.
