In section III.B a mobile application is defined as "...a software application that can be executed (run) on a mobile platform, or a web-based software application that is tailored to a mobile platform but is executed on a server." 1. If a web-based application is designed for use on desktop computer but nonetheless can be viewed on a portable device, does it fall under the definition of a mobile application? 2. If on opening the URL from a mobile device, the server software recognizes that the request is coming from a mobile device and then either a) reformats the output to fit on the device or b) redirects the user to another URL designed for display on a mobile device would the software then be considered to be a mobile application?
