Preventive Controls for Registered Human Food and Animal Food/Feed Facilities

The FSMA requires the implementation of Preventive Controls. Isn't this the same principle as HACCP? If so, why didn't FSMA use the same internationally (and FDA)recognized name i.e. HACCP?
