Dare I say that this proposal is like skating on thin ice, because even with clicking on a button saying that you are over 18 is like saying someone daring you not to speed. This is inviting all kinds of problems as minors who do have a debit/check card could use that to purchase the tobacco. About the best way to avoid this problem is to ask banks if they would be willing to incorporate age verification information when you enter card information while purchasing a product. Certain unmentionable sites have a "click if you are over 18" button before you can get to the main site, this offers no protection from kids wanting to breag the rules, they might go so far as to use a parent's card to make the purchase effectively circumventing the safeguards that would hopefully be put in place.
