The burden on small business and especially very small businesses such as mine needs to be zero for any type of fees and regulatory cost. In fact, the regulators should help the small businesses to comply with regulations in the form of grants to the small and very small businesses for the purpose of compliance.
Large businesses have always had a much greater advantage with legal and regulatory issues than a small "mom and pop" very small business. The more complicated and costly to implement programs that are burdened by small business, and the less likely that an entrepreneur would start a business, and the more likely that an existing business will want to "call it quits." The larger businesses have the resources and money to deal with all of the crazy regulations that agencies dream up, but the smaller businesses cannot because of their limited revenues.
Therefore, if you are going to "hang" the small business with a regulatory rope, do NOT ask that business to provide the "rope."
